Is whitelisting required for every target device?

No, whitelisting is required for the service that wants to connect to the MI (AMQP). Typically, this service is a backend server. That backend server (also known as Service Provider in Mobilidata language) is responsible for setting up the connection to the MI and passing the specific data to the end users. The connection between the backend server and the end users target device is free to choose. This backend server is responsible for talking to the local actor API of the MI, using the required certificates, and making sure the connection is kept alive.

How is time sync organized in the Mobilidata ecosystem?

Every system that is connected to Mobilidata is responsible for being in sync with an NTP server pool. The NTP server should be stratum 2, and thus be synced with a stratum 1 server. The system putting the timestamp in the message is thus stratum 3. The MI adapter and interchange are stratum 2 time synchronized.

Keep in mind that leap seconds are to be taken in consideration. (conform to ETSI specs)
